About The City Clerk’s Office

The City Clerk’s role is to maintain the integrity of the legislative process, through the dissemination of information concerning legislative and policy decisions. The main function of the City Clerk’s office is to act as the official custodian of City records. Other responsibilities include:

  • Custodian of the Seal of the City

  • Supervisor of City Elections

  • Attests all contracts and agreements to which the City is a party

  • Protecting, preserving and sharing City records

  • Authenticating City records as true and correct copies of originals

  • Scheduling and posting public notices of official meetings

  • Authenticating and recording ordinances and resolutions adopted by City Council

  • Administering oaths

  • Coordinates the various appointed City advisory boards, including orientation of members oaths, and maintenance of records and minutes

  • Coordinates reporting of the City’s Financial Disclosure requirements

  • Maintains all legislative and administrative records of the City, ensuring proper storage and retrieval

  • Responsible for preparation of resolutions, proclamations, agendas, minutes, reports, correspondence, etc.

  • Provides notary services

  • Responsible for transfer and sale of City cemetery plots 


City Elections

The City of Crystal River holds an election every two years (even numbered years).  City Council terms are for four (4) years.  Terms are staggered to ensure that no more than three (3) of the terms expire in the same year.  The seats are as follows: Mayor, No. 1, No. 2, No. 3, and No. 5.  

General Election Date: 2016


Candidate Eligibility Requirements:

A Person must be a United States citizen, minimum of twenty-one (21) years of age, be a registered voter, and reside within the corporate limits of the City of Crystal River for a period of six (6) months prior to the election.


Qualifying Dates for Candidates:
Qualifying period begins at noon on August 4th and ends at noon on August 8th.

A candidate may pre-qualify by appointing a campaign treasurer and designating a campaign depository at any time, but no later than noon on the last day of the Candidate Qualifying period.

Nothing prohibits a person from announcing his or her intention to become a candidate prior to filing a Form DS-DE 9, Appointment of Campaign Treasurer and Designation of Campaign Depository for Candidates, as long as no contributions are received and no expenditures are made.


Council Seats Up for Election:

Council seats up for election during the 2016 General Election include the following: Seat No. 1, Seat No. 3 and Seat No. 5. Filing your qualifying papers may be done with the City Clerk during normal business hours.  For your convenience, please call ahead to make an appointment.
