Planning & Zoning and Development Services
The Planning & Community Development Services Department is responsible for managing and coordinating the building, planning, zoning and floodplain management divisions of the City of Crystal River.
The Building and Zoning Divisions assist property owners in understanding the applications required to facilitate approval, while meeting the objectives, of their project. While utilizing proactive planning practices based on adopted regulations and statutes, the department coordinates all land development activity in the city. The department reviews applications for existing and new commercial and residential development projects, making recommendations for numerous processes including rezoning, conditional use, variance, site plan and subdivision applications. These applications are reviewed for completeness and compliance with the Land Development Code (LDC) and the City's Comprehensive Plan. The Planning & Zoning Department also prepares and presents detailed information to the Planning Commission for a recommendation to the City Council. Additionally, the department addresses questions from the public and other government agencies about the City’s Land Development Regulations and procedures.

The City of Crystal River participates in the National Flood Insurance Program's (NFIP's) Community Rating System (CRS) program to lower Flood Insurance rates for Crystal River residents. The NFIP CRS is a voluntary incentive program to recognize communities for implementing floodplain management practices that exceed the Federal minimum requirements of the NFIP to provide protection from flooding. In exchange for a community's proactive efforts to reduce flood risk, policyholders can receive reduced flood insurance premiums for buildings in the community. KNOW YOUR RISK!
HURRICANE DAMAGE / FEMA
In the event of a hurricane with catastrophic flooding, remove the debris to keep from sustaining further damage. Then contact the city building department to assist you with damage estimates, if your house or business is below the required base flood elevations.
