Crystal River, the gem, of Florida's beautiful Nature Coast is a waterfront fishing village best characterized by its traditional main street, superior recreational opportunities, and old Florida charm. In the 1920’s commercial fishing came to define the City’s economy, with over 5000 tons of fish and 3000 barrels of oysters shipped annually. Residents enjoyed modern amenities such as city water, sewer, paved streets, sidewalks, and street lights. Today, the community works hard to preserve and maintain the area’s long-standing tradition of natural and economic diversity. In fact, nearly a century after the last “boom” the City’s downtown and waterfront are once again in the midst of an urban renaissance, with a new riverwalk, linear park, town square, and City Hall in the plans.

The Department of Planning and Development Services is responsible for preserving and enhancing existing communities within the City, while promoting new places of character that are both time honored and meaningful. This "place-based" approach is in keeping with the tenets of the new urbanism. New urbanism promotes the creation and restoration of diverse, walkable, compact, mixed-use communities. These are comprised of the same components as conventional development but assembled in a more integrated fashion to reflect complete cities, neighborhoods, and streets - the way communities have been built for centuries around the world.

The Department of Planning and Development Services oversees planning, design, and building related activities, including:

•          Visioning at the scale of the city, sector, corridor, neighborhood, and lot.

•          Zoning using both “conventional” and “form-based” principles.

•          Development review and permitting

•          Building codes and enforcement

•          Historic preservation

•          Sustainable initiatives
